Tarot Cards do have formal meanings but those formal meanings are useful only till they are suggestive and helpful to the Tarot Reader . The context in which a particular question has been asked by the seeker is very important and so the meaning of the card should be applied with the variation to make sense in that particular context.
So one should be flexible and graceful while interpreting the cards. It is always better to work with a teacher in this regard and with the teacher help and guidance- practice with other students in the group. Practice is the best way to learn this part of Tarot Reading and while practicing you will have to take few chances and mould those formal meanings into interpretations that fit the situation.
One of the best ways to do it is to have in depth conversation with the seeker – take chances with your intuition and ask for feedback to validate your intuition. You should use your life experience, common sense alongwith the card meaning to find the best answer to the seeker’s question.
